The Syrian Citizen Charter is the result of a series of dialogue sessions centered around five core themes: values and principles, Syrian identity, civil society, peacebuilding and the political process, and transitional justice.
These sessions brought together young men and women, adults of all ages, from diverse components of Syrian society—across ideological, political, religious, sectarian, and ethnic affiliations—both from inside Syria and from the diaspora in countries such as Lebanon, France, Germany, the Netherlands, Denmark, and Turkey. Syrian civil society actors and organizations were also actively involved.

The Syrian Citizen Charter seeks to deliver a bottom-up message—from the people of Syria to political stakeholders at the local, regional, and international levels—regarding the urgent need to reopen and revitalize the political process.
